How many programs are for the poor?

I know this sounds silly to ask, but just how many programs are tax funded to help the poor? Shouldn't there be a single entity to administer tax dollars to reduce redundancy and fraud? I want them to be helped up without so many taxes wasted on duplicate or overlapping organizations. Private organizations can do whatever they want so long as they are spending their own, or freely donated funds, I don't care, but I want some clarity in my charity.
